    CHIEF EXECUTIVE OFFICER

    Saul Hernandez has always been driven by a vision—to build infrastructure that strengthens communities and enhances everyday life. As the CEO and co-founder of MH Civil Constructors, Inc., he has turned that vision into reality, leading the company from its humble beginnings to an industry leader in water and wastewater infrastructure and utility construction leadership.

    With over 20 years of experience in civil construction, Saul has a proven track record of taking complex projects from concept to completion. His leadership has propelled MH Civil Constructors from a startup with $600,000 in revenue to a thriving enterprise generating over $35 million annually, employing more than 100 team members across five departments. His expertise in construction management, financial oversight, and business operations has been instrumental in securing long-term contracts and establishing lasting client relationships.

    A Civil Engineering graduate from Texas Tech University and a licensed Professional Engineer in Texas, New Mexico, and Oklahoma, Saul combines technical expertise with strategic vision. His commitment to continuous improvement is evident in his active membership in Vistage, where he collaborates with fellow executives to drive innovation and excellence.

    Beyond the business, Saul is deeply engaged in community development, having served nearly a decade as a board member of the Panhandle Regional Planning Commission, advocating for infrastructure improvements across 26 counties. His leadership continues to shape the future of water infrastructure systems, ensuring safe, reliable, and sustainable solutions for the communities MH Civil Constructors serves.

    Juan Moreno is the water and wastewater future, one project at a time.

    Every strong foundation begins with a vision. For Juan, that vision started in the field—where he learned firsthand what it takes to build water infrastructure systems that communities rely on. In 2010, he co-founded MH Civil Constructors with a mission: to deliver safe, efficient, and innovative utility construction that keeps communities growing.

    With over 20 years in civil construction, Juan has done more than oversee projects—he’s transformed the way they’re built. From leading multi-million-dollar water and wastewater infrastructure developments to ensuring utility construction safety remains a top priority, Juan’s leadership has propelled MH Civil Constructors to new heights. He’s not just managing operations; he’s building a legacy of excellence.

    Juan’s hands-on approach has shaped the company’s growth, from expanding into new markets across Texas to modernizing operations by replacing paper-based processes with digital project management tools. His expertise in fleet management ensures heavy equipment is always running at peak performance, and his safety-first mentality has led to a comprehensive safety program that protects every worker on-site. His leadership helped secure MH Civil Constructors’s recognition as ENR Texas & Louisiana Specialty Contractor of the Year—a milestone that reflects his commitment to quality and innovation.

    But Juan’s impact doesn’t stop at the job site. A firm believer in continuous learning, he is an active Vistage member, collaborating with industry leaders to push the boundaries of construction excellence.
